Safer Buildings Coalition and NICET Announce National In-Building Public Safety Communications Certification Program is Now Available

The Safer Buildings Coalition (SBC), the only trade association purpose-built to lead national policy and education for in-building wireless services, and the National Institute for Certification in Engineering Technologies (NICET), a personnel certification authority for various technical fields, have announced their collaboration in developing an In-Building Public Safety Communications (IB-PSC) certification program.

A few days ago, the National Institute for Certification in Engineering Technologies (NICET) launched the first of four tests within their In-Building Public Safety Communications (IB-PSC) certification program that includes Technician Level I, Level II, Level III and Designer. Model codes and standards provide a means for the AHJ to require certification of in-building system training by an approved organization or approved school for installation and design personnel. The new NICET IB-PSC certification program can meet those requirements. When I read the announcement, I reflected on my experience as an authority having jurisdiction (AHJ) and the basic principle we were taught that to require something within your jurisdiction, it must readily be available in the marketplace. One simple but thought-provoking question we often ask ourselves at the Coalition when discussing outcomes is this; “What Does Winning Look Like”.

Grid Testing: You Can’t Get the Gold Without the Grind

Grid testing emergency responder radio communication systems is mandated in the International Fire Code 510.5.3 to ensure adequate signal coverage throughout a building, including areas not typically prioritized for cellular coverage, like stairwells, escape routes, cellars, mechanical floors, and rooftops. Once a system is installed, the building owner must have the radio system tested to verify that two-way coverage on each building floor is not less than 95%, or 100% in critical areas. Grid testing isn’t complicated.
